Unit advise we have a welfare check, East Michigan and Elm, for a shorter, white male, curly hair, black jacket, was walking in the middle of the road, complainant almost hit him. He's now stumbling all over. However, he didn't move when the complainant honked at him. He was last seen walking westbound on the sidewalk.
