Bravo 20, Bravo 18, unless we have somebody up on the north end. It's up in 13 zone. We have a call at 1650 Northeast 1st Avenue. 1650 Northeast 1st Avenue. Caller stating that there's a dead end. There's only one way in and out. Neighbor's watching somebody. Just got upgraded to a 30, stealing packages. He's on a bicycle. He's a black male, about 50. Don't have any clothing description, but he's carrying a backpack.
