Anonymous complainant advising number 2 male, about 40 years of age, black shorts, white shirt, along with a number 2 male about 7 to 8 years old, navy blue shirt, riding on a... ATV with the child on the back, through the neighbor's grass, claims they almost hit kids on bikes.
