Sir, I just had a call from a private security guard at 4211 Monarch Way. He says across from 4211, there is an Indian food restaurant. Sitting on a bench outside that restaurant is a black male and female. The male is about 6'2", wearing a green shirt and black pants with braids and a beard. He is yelling and screaming at the female.
