Insurance fraud or their starter's relay engaged (that does happen; rare but it has happened). But your keys have to be in the ignition 1st (once). Taking them out won't disengage a stuck relay. Your only option is to quickly disconnect the battery cable (cut it if you don't have the terminal wrench in their glove compartment). It's cheaper to do that than wait for the cable to melt & start a fire cuz the starter will just keep going until your battery is drained (HEAVY smoke will definitely build up after 2 minutes). Why does the relay get stuck? Age.
