RP did advise that they were unable to maintain lane and the vehicle pulled over to the right-hand shoulder. It also has front-end PC damage. RP also advised that it was 23-103 on City Streets prior to entering the freeway. The last seen pulling over to the right shoulder, southbound 15, north of Miramar Way.
