Kelly's calling, saying there's a male Hispanic, navy vest, white Chicago stocking cap and jeans, sitting in an orange chair videotaping young girls and toddlers on his phone. Then proceeded to go to the alley and pleasure himself. Caller said he witnessed this man do this several times while she was on scene with her toddler daughter. Nothing further.
