We have a white male, 40 or 50s, with a burgundy short-sleeve with an I voted sticker and burgundy swim trunks. Possibly HPD or UI or mental health issues. Was seen talking to himself. No weapons were seen, but the subject threw a phone at a county employee. And they're going to be in the main plaza. The DP is turning with him.
