Northbound on Atchison between Kansas and Central. I got a report of a golf cart. A lady with blonde hair, medium build with a sweatshirt. She has a toddler in the golf cart with her that's unrestrained. The calling party stated that that was illegal. She wanted to let the lady know about it. I told her to let you guys handle that and she would like the child checked on. Last seen northbound.
