16th Street and Fruitvale. Incident number 86319. It's a well check on a Hispanic male laying in the walkway to the park at this location. No shirt, jeans, and yellow shoes. People are having to walk around him to enter the park, and he's refusing to move or leave. RP just wants a well check to see if he can move along. We'll show you responding.
