I could be wrong but both look like jersey plates. But why are ppl always in a rush to get nowhere?

Then they came to a full stop and I pulled on the side and they just looked so confused , like idek wtf they were doing .
Ud be surprised , I was on belt pkway yesterday and I noticed someone dozing off , literally stayed behind honking and flashing
