Complainant states the vehicle stopped at a green light, then was driving slowly, cutting other drivers off. Things are possibly intoxicated. States the male was laughing. Was also on his phone. 50-year-old white male with a beard, wearing sunglasses and a gray tee, last seen going westbound. 10-4, locate reckless driver.
