They allow it because Mather doesn’t give a damn about students being of good character. Many students are illiterate. Many students smoke in bathrooms. No one actually does anything about it though. Mather does not hold anyone to a high standard. The two men were likely Mather students, I wouldn’t be surprised if that were the case
