Suspicious, 300 block of 18th Street Northwest. He was actually seen southbound towards 2nd Avenue. He's been circling the area, going back and forth. Was sitting on a curb. Then he was between two vehicles with a red glowing device. Then he went northbound back southbound. RP thought it was odd. It's going to be a male, about 6 foot, dark-colored bottoms, dark blue hoodie, possibly a backpack. Last seen southbound on 18th towards 2nd. Copy.
