East CCP 103, priority 2, reckless driving. 103. Priority 2, reckless, East Market Street at Franklin Street. East Market Street at Franklin Street. Refused caller's advising there are kids riding on ATVs with no lights or helmets. The caller pulled out of the driveway and almost hit one of them. Saying it's been going on for months. No known weapons. Subject's going to be a white male advising younger kids on motorbikes. The caller's alive. A little bit uncooperative. We're still down there and further. 103, start.
