Liberty and State, Liberty and State. Caller's very hard to understand. Said, possibly said he saw someone trying to strangle another person. The victim is unknown subject with a hat, blue shirt, jeans, and spitting out blood. Couldn't understand anything further. He said he was going to go back to the area to break up. Handed the phone back to Target security, who also said they couldn't understand the caller.
