51. 451 on a hazard in the area of 814 Wolf Street between Pennsylvania Ave and Forest North Street. Stephen Barkholm is calling, reporting a male in the roadway, flailing his arms, running around in circles. He's now laying in the roadway, rolling around, yelling on the top of his lungs. Cars are having to swerve around him to avoid him, and he's dressed in all black. Difficult to see. 20s black male at 2025.
