Signal 81, occurred I-44 southbound in between Northwest 10th and 23rd Street. It's a white Nissan Altima versus a gray Ford Crown Victoria. The RP was going to exchange info, but the other party does not have insurance. They're both standing by the on-queue on 10th and Portland.
