It’s on an apartment building fire escape so it has to belong to somebody in the building that captain climb up there
Update. We managed to get the cat inside and have it safely with us, it’s warm and we gave the cat some cat food and treats, we are currently waiting for someone to get the cat , if not we will take it to the nearest shelter/animal rescue center for assistance
