1900 block, Harper Road. I have a request for a welfare check. Older black male walking in the middle of the road with a walker. He was last seen going down the turning lane. Blue hoodie, carrying a white plastic bag. No weapons, drugs, or alcohol received, but he almost got hit by a car.
