I got a call for a disturbance, 11 and Howard, 11th Street and Howard Street. No caller to be seen. Correction, stating a dustin, white male, 30s to 40s, brown beard and a white visor, black jacket, jeans, having a bad day, riled up and scaring people. No weapons, drinking, drug use. Advise on medical. Party was last seen heading southbound on foot, possibly doing a loop. 51.
