I'm op. There was a body under the black tarp/bag. Appeared to be a black individual. Appeared to be hit while crossing the street, as evidenced by There possessions in the street. I'm sorry about the video quality. My camera lens needs cleaning I tried. I took video as long as I could but my father passed away this week and I just couldn't stay any longer.
