Clothes Scattered on Roadway

I can note that at the 500 block of South Federal Highway in the eastbound lane, there's a whole bunch of clothes scattered in the roadway.

Out of chance, there's a bin here with it, so it's consistent with, like, somebody, like, got the bin fell out of somebody's car, flew out of somebody's car, and there's people falling to the roadway, so nobody drives by it. Not to panic.
