Light Quarters William 137, copy a check person? Go ahead. In the area of 144 Chippewa Street, caller stated a male was laying in the ground in the alleyway by Niagara and Chippewa, not moving. Did not want to get close enough to see if he was doing anything or breathing. Did not hear him speak or make any noise. Would you like assist or EMS? I can advise. 10-4, would you like a second?
