GBAC 5, all set. 493, got a hazard on the West Street on-ramp to westbound 690. Caller's reporting a 20-year-old white female, I assume wearing dark clothing, excuse me, dark-colored hair and a cream-colored sweatshirt, walking up the on-ramp to get on the 690. Looks like she's on her cell phone at 1823. 430 also, we'll take an advice. QVC 5.
