Negley. The FD's saying that two dogs were stuck together and the owner is trying to separate them and abusing them. The dogs are yelping and the male also called her names to get off the property. There's unknown injuries to the dogs, but the dogs are constantly yelping. Priority animal at 1302 East Negley. I'm clear.
