23-103, or 23-152, southbound on Portola Drive to south of 26th Avenue, for an older white van with a ladder rack on it, unknown 28, that slid into the bicycle lane and almost hit a rider. Also ran a red stoplight and then nearly teased with a bus. Last seen turning left onto 38th Avenue. Net cam has also been advised. Nothing further, Monterey clear at 17-22. Time element was 4 again.
