Hellen C Whitehall, 600 North Park Street. Got a report of a person, possible NPA, yelling racial slurs and swearing. They are not directed at anybody specifically currently. On the south side of the building near the retaining wall was described as a white male laying under a pink blanket smoking. Caller says they are still currently there. No weapons are seen.
