The copper didn't come out of the apartment. I live in the area and I'm pretty sure at least 1 of the apartment has what appears to be legal tenants I've seen the city there for different things and the water & electric company has been out there. If they had taken the copper from there the power wouldn't be on nor would the water. & With out water the smell from sewage would be a definite by now theyve been there for several months. I'm not completely sure about the legality of the situation but they do work on the yard and have even been seen doing things like they are fixing the place up. The property has the grass so high you couldn't even see the front of the building steps were crumbling away and it was an eyesore. But they keep up with the lawn and even fixed the stairs. I've seen what appeared to be plumbers or handymen of some sort come several different times. Again I'm not saying that they aren't there illegally but that clearly didn't come out of those apt. Especially if they still have power.
It is if they are squatting the place and STEALING the copper. Call CPD non emergency and have them stop by to investigate
