The driver who hit the two cars had a medical episode. 911 was called because he was unconscious in and out, fire truck came to check on him and the police came to handle insurance. Also police are usually called by paramedics to rule out any impairment issues. The car he hit first is halfway on the sidewalk down the block, then he was unconscious when he hit the second car coming down the hill.
