Disturbance in progress at 1648 South Street. Elsa is calling in, says there's a 40-year-old Black male in a black hat, gray sweatshirt, blue jeans, flicked a cigarette at our caller, and our call taker can hear yelling in the background. Says that PR's now walking southbound on 17th Street. No weapons seen. Caller thought he might be 74 or code 9.
