Going to 218 Spruce Street. Caller advised that they saw a male jumping on top of a car and arguing with someone. Then the person he was arguing with sped off. He advised that it looked like there was some sort of physical disturbance between them before he sped off. A blue Hyundai Sonata, sedan with Virginia tag, Alpha Alpha Golf 5583. They turned left on the call at 10.
