Arms Apartments, 5551 Center Avenue between South Graham Street and South Negley Avenue. If I'm reading this correctly, the caller said there's a car on the sidewalk that almost hit them and it's going inbound on center. So I'm not sure if this vehicle is supposed to be driving on the sidewalk or not. There's no complainant to speak to.
