2 Charlie, go check first. 450 Hardin Street, 450 Hardin Street on Trouble. Four juveniles, Black males riding rental scooters around the railyard, refusing to leave. Come off of 35th. It is called in by Norfolk PD, but this is the only call we've got. I don't know if they're holding their traffic or not, but they requested 10-21 when clear. 20-39.
