Broadcasting welfare concern at 529 South I-35 for the off of Peasley and I-35. Caller advises, it's going to be a Black male who is very thin, possibly shirtless, an unknown color shorts, laying in a parking spot. Believes he is breathing and did move. He's worried he will get run over because he's in a parking space. Caller does not need contact, integral half.
