207. Northbound on the lot of Target, 3320 South 23rd. It's a gray, newer Hyundai Sonata, Charles, Mary, John, 2748. Occupied by a known shoplifter who took $300 worth of items and pushed past the RP while leaving. Now eastbound on 23rd. It's a black female, 30s, 5'5", medium-build, glasses with a gray hoodie that has the hood up and blue jeans. Possibly higher intoxicated.
