Large city, possibly work in progress. 612 2nd North Street. 612 2nd North at the Dollar General, cross of 1 and Wolf. Said there's a refuse caller reporting a 30. The 40s black male broke the gate and cut the lock off to the dumpster. He's currently still on scene, inside the dumpster. Possibly wearing a silver vest and a flashlight. Possibly has something like a tool with him. Unknown, further on weapons. Unknown intoxication. Possibly on something. He seems fidgety. 304.
