This is brother, Richard Walker, a native male, 27 years of age, wearing a black hoodie, black Nikes, threatened to jump off the bridge. Has a history of attempting to jump. Saw a snap, snapchat story of him on ledge, intoxicated. No weapons, drugs, no injuries. Caller is now arriving on location and will be trying to make contact. 3B305.
