423 West Capitol Drive, 423 West Capitol. The caller advised about 15 minutes ago they watched the subject punching a windshield of a black Toyota Prius, and they smashed the side window on the vehicle. Looks like they were damaging the vehicle, not trying to actually get into it. I'll advise on a DOT.
