Holding an animal complaint that occurred on the Prairie Path near 86 Ester Street in Crystal Lake. Caller's advised she was running on the path and there was a J3 walking his dog without a leash. He then started to scream at the caller and told her to mind her own business. She said the J3 may be drunk and then the caller said the subject spoke to his dog and said that he had to set him free and he can no longer take care of him. She would like to be met with.
