Third party information, said they had a light-skinned black male, approximately 40-years-age, wearing a white hat, blue hoodie, khakis, white shoes, black bag, had blood running down his face, appeared to be talking to himself. It's that scene walking towards downtown on James Street. Nothing further at 12-11.
