Out to 4000 Seawall Boulevard, across from the Four Seasons. Unknown age male wearing blue shorts, blue shirt. He was laying down on the sidewalk, appeared to be unconscious. Complainant didn't see him moving when driving by. Again, he is on the sidewalk by the beach side on the seawall.
