Can I get you 96 at the intersection of 3rd Street and Hickory Street? Caller advised that a male was laying over on a gas can, thinks he has been inhaling gas because she could smell it when she rolled down the window. It's going to be a black male, late 30s, jeans and a white t-shirt, just laying in the street.
