1432, 1432. 32. Check well being for Elson and Western at Al's Beef parking lot. The male caller reported that he just drove past the location and saw an adult male Hispanic that was intoxicated down on the ground. Four children, about 10 to 4 years old, standing out there selling flowers and appears to be scared. Caller states that the adult is heavily intoxicated, unable to stand, flopping around on the ground and possibly about to pass out.
