Pass 218. Pass 218. Welfare check, pipe hitters local, 598, 1328 North 28th. RP states there's a transient male sitting outside the location, refusing to leave, keeps trying to sign paperwork, claiming he is a member, possibly HPD or narcotics, was bleeding from a scratch on his face, but not actively bleeding, carrying a USPS box.
