Fire Control to any Department 24 units responding. 16214 Tom Center, complainant on South End. 303 Caldwell Avenue, upstairs apartment for disturbance. Caller states somebody named Bishop took her car, was refusing to return it. He's now banging on her door, unknown if there's any weapons.
