It's an in-service Hispanic female, red dress, not allowing a Hispanic male wearing a reflective vest and black pants from getting in his vehicle, preventing him from doing his job. Priority advised, Hispanic male is a trash collector for the area and is the ex-boyfriend of the Hispanic female. Report he's going to be a security guard.
