Caller states brother Tyrone McNeil, Black male, 41-year-old, last seen wearing brown and orange shirt, tan pants, will not leave the apartment and is calling, telling the caller to leave. Alcohol use, no weapons or drug known. The caller's phone is not pinging from this location.
