Monterey to the Monterey unit, BOR for a 23-103, last seen eastbound on Highway 68 at Lorelas Grate. Called in by off-duty CHP. It's going to be a red Lexus sedan between the front windows. Was unsafe, passing on the right-hand shoulder since 218 to Lorelas Grate. Had their flashers on and the paint was faded. Nothing further. Monterey, clear at 1636. Time element was 3 ago.
