units attempt to locate vehicle that failed to yield to NHP at 1454 hours, last seen southbound on 395, passing Golden Valley. Vehicle's a black motorcycle with no plates. Rider was last seen wearing a reflective green vest. Like they tried initiating traffic, the vehicle took off. Speeding, C-STAC 849 for further, wash and clear.
